In some cases, however, this raises a problem: can it be clearly stated that the described network was indeed a tram, and not a local commuter train, especially if it was subject to railway regulations. Such dilemmas concern networks that operated in Strumień, Wąbrzeźno, Walim, but also in Łódź (two sections were temporarily served by steam locomotives) and in Warsaw (the network of Elektrycznych Kolei Dojazdowych). They were included in the book because they operated in the urban transport system and most often used tram-type rolling stock there.
