The study involved 75 representatives of the defense industry, the armed forces, science, politics and diplomacy. For each of the studied groups, hierarchies of factors, sub-factors, variants were developed, and an analysis of benefits, opportunities, costs and risks (BOCR) was carried out in relation to management in the field of national security of the Republic of Poland. The respondents were experts and decision-makers, some of whom hold (or held) the most responsible public functions. This is a guarantee of the reliability and credibility of the presented conclusions.
