As early as January 1940, the occupier almost quadrupled the administrative boundaries of the city. Within a year, the Economic Plan of Łódź was completed, prepared by Prof. Walther Bangert from Albert Speer's office. In October 1941, by order of Adolf Hitler, Łódź was covered by the law on the Neugestaltung deutscher Städte, which enabled its comprehensive reconstruction.
