The author rightly points out that it is impossible to solve any, including elementary, problems resulting from the exhaustion of traditional power schemes, the traditional repertoire of methods and tools of governance without an in-depth analysis of the sources, nature and scope of social divisions, the premises and manifestations of the crisis of ideologies and doctrines, but also social mentality, types and patterns of political culture.
