The WUWA estate, located between today's Zygmunta Wróblewskiego, Tramwajowa, Edwarda Dembowskiego, Zielonego Dębu and Mikołaja Kopernika streets, was financed by the Wrocław Housing Construction Society. Eleven architects were invited to participate in its implementation, giving them complete creative freedom. These were: Paul Heim, Albert Kempter, Theodor Effenberger, Ludwig Moshamer, Heinrich Lauterbach, Paul Husler, Moritz Hadda, Emil Lange, Gustav Wolf, Hans Scharoun and Adolf Rading. The authors of the urban concept of the estate were Heinrich Lauterbach and Adolf Rading. Representatives of the Association of Housewives from Wrocław participated in the preparation of building plans and interior design.

The aim of building the estate was to present new types of cheap small and medium-sized apartments, which at that time were of such great social importance, as well as innovative technologies and building materials that were to be tested in the difficult Silesian climate. Paul Husler, one of the creators of the estate, wrote: *What should we strive for? For sun, air and space in the apartment and outside (). * The construction of the estate lasted only three months. Multi-family tenement houses of various types (staircase, gallery, high-rise, with duplex apartments) and single-family houses in a row layout, as well as one- and two-family detached houses with a higher standard than tenement houses (with an area exceeding 150 square meters), with an effective architectural form integrated with the surrounding greenery, houses related to the idea of Neuer Mensch, the need for light, air and sun were presented. In addition, various functional solutions in the field of house planning were presented.

The finished houses with furnished interiors were available for viewing for three and a half months, and then were rented by the Wrocław Housing Society Wrocław SA for two years to test the assumptions of the new architecture in practice. After the exhibition closed, an artistic district developed here. The houses, hailed by conservative circles as ultra-modern, were mainly inhabited by employees of the Wrocław Academy of Art, architects, singers and writers.
